This here is a specialized breed of Ramuken known as Aquanauts. They get their name from the long, flat surfaces of their limbs that resemble oars, together with their incredibly flexible anatomy that is almost fluid in nature. Their main difference lies in only their anatomy; their powers and strengths/weaknesses are not any different from non-aquanaut mongrels.
